BR and off table units

Do units held in reserve off table contribute to the overall rating of the Battle Group, or only when actually deployed? We had a situation in our campaign game tonight where one side left several units off table (because of low order rolls, not a deliberate tactic), but as these units could not be targeted, they were effectively 'safe' but still contributed to the total BR for their side. Not surprisingly, their side won when the attackers ran out of BR themselves.

Yes, reserve units count toward the total BR of the battlegroup. Nothing in the BR rules (current rule book p48-50; A5 rule book p43-45; Kursk p43-45) indicates otherwise, including the section on Reserves (p49/44/44 respectively).

Very true, but while that applies to normal battle groups put together for a one off scenario, my question really refers to the inked campaign games with reinforcements arriving from different formations.

Yes, all units count their BR value. Even the off table ones. Even the ones arriving on a later turn due to campaign movement.
