Open fire order

I understand with an open fire order, you have to spot for each shot, so if you spot and fire your first shot, you have to spot again before firing again.
If you fail to spot on your first attempt, and therefore do not take your first shot, are you able to attempt another spot for the ‘second’ shot, or is the target assumed to be invisible as you haven’t seen it first time?

If you fail to spot on the first attempt, you can try again with the second attempt. You have to declare your targets before attempting to spot though.

2 separate checks, do them both in all circumstances, same target, different target etc...
