REMOVING PINS MID-WAY THROUGH A TURN

Hi to all,
I understand that the last part of a turn is to rally pinned units and the mechanism (pg. 16 main rules soft back edition)
Page 17 Turn Example,  
7TH order un-pin pak 40 crew?
I understand that yes you take a battle counter AND then roll to pass an experience test so it might be a double whammy,
You take a battle counter and still fail to rally!!
Problem is I can't find the rule that allows mid -turn rallies
