Communications Bunker

In several army lists, in the defences section, there is the possibility to buy a "communications bunker".
The bunker grants you the ability: "communications test improved to 3+" (or 2`).

Question: Does the unit also have the "communications" special skill? (allowing a re-roll failed comms check). Or just improves the comms roll?

We play this unit with only the improved comm roll, so no chance to rool twice: it would be already a good improvement.
