AA Guns against Ground Targets?

Can Anti Air guns like the 40 mm Bofor or the 3.7" be used against ground targets?
I found nothing in the rules.

Looking at those pictures i would say, yes, they can fire on ground targets.
Like the Germans, the Allies used their AA guns in a ground role, also the heavy 3,7" guns where not used in this role as often as the German 88 guns.
