German Infantry Units 1939/1940

On p.18: "The German list for 1939 should only face the Polish list..."
The German Army Lists suggest that there is a general substantial reform of Squad-size in the Infantry units from 1939 to 1940.
But is there good reason (historical or game-play) preventing use of German 1940 style Infantry units in the 1939 lists?
I would like to include at least limited use of the German 1940 Kradschützen Squad options for the 1939 list, as I think they were prominent on the 1939 battlefield!
Maybe they should be 'Restricted' and have the 'inexperienced' rating in 1939?
