Comms Units Empty Comms Units

Do you need an order to use a Signal or Wire unit for a failed Comms check?
Also is an order required to use the Radio Comms Network unit for the Senior officer orders re-roll?

We've been playing it that you don't but the unit can only be used once per game turn.

You don´t need an order in order to use a comms unit re-roll. But you can only re-roll once per turn.
You don´t need an order in order to use the RCN re-roll

If you are interested, we play also with these house rules:

1. Comms unit is only usable if it is on-table (if off-table, maybe let use it´s abilities for an additional order)
2. Pinned comms units lose their abilities until unpinned.
