Panzer 3 and 4 odd costings? Typo?

Panzer 4 E can be upgraded to Panzer 4 F1 for 2 points...Why would you as according to the stats both are exactly the same. I'm not expecting much for 2 points but why even have the option?

Also the Pz 3 J (lang) and Pz 3 L are both an upgrade of 14 points. Yet the Pz 3 L has better armour for the same cost?

Am i missing something?
