Classification Russian houses

We classified the Russian houses in the Inglorious 12th July campaign as soft cover and having no upper story. Is this correct?

I classify houses as Hard cover, as in the rulebook, even when the models i use are simple wooden huts. Having no upper story sounds right, but if you have the odd model with two stories you may still use it and count it as a two story house.

I re-read the rules. I should have seen that one (basically, I'm still too much influenced by the other rules systems I'm playing)
