Desert Dust Cloud

Hi!
After the Desert Dust Cloud hits the battlefield should the "automatic oberserved" (eg. firing vehicle in the open) still be automatic or a 2+? How is it intended?
How do you played in your groups? We still use ist to speed up the game a little bit.
Instead of the rule in the game we roll every turn. If 2d6 + #turn > 13 then the Dust Cloud is on the table. This gives the game a little more excitement.

I would say no - every observer roll is degraded and ranges decreased - so no automatic observation.
