When given an Open Fire order and the observation roll is failed, is it allowed to attempt another spot and to re roll for a different target in the same action, or is the action lost?
Alternatively, could it re roll for the same or a different target on the second shot of the order?

Nope, no re-rolls. You get two actions so two chances to spot, but you announce both before rolling any dice at all.

No, one failed spotting roll does not end the unit's activation. You still get your second shot!

You get two chances to shoot in an Open Fire order. If you are doing direct fire then you must spot first. If you fail on your first action then you try again on your second one. I'm not sure there's any more rationale than that, but if there is you'd have to ask Warwick.
