Recce units with multiple components

Some recce units and in particular foot patrols have multiple components (usually a rifle team and MG team).
Does each component count as an independent recce unit for purposes of determining who has most recce units?

If it counts as a unit for 'Orders', I would say it counts as a 'Recce Unit' for determining numbers.

You buy 1 Recce unit that contains a few rifles and a MG team, it counts as 1 recce unit....it does not magically become 2 just because you are playing Germans and have to use morde orders to move them around.
