Sniper Hideout Empty Sniper Hideout

Hi Guys

Does the 'Sniper Hideout' come with a sniper? or is he bought separately?
If bought separately, why is it 0 BR?

The Sniper Hideout option includes a single sniper without observer.

But why has it got 0 BR, and not 1 BR?

The only items in the defences list that 1 BR have a crew of multiple men. You are all alone, so 0 it is.
